President Bush has said no. He signed the bill with the money in it but now he may issue an Executive Order to prevent the money from being spent the way Congressmen like McIntyre wanted.

The Hill reported that Bush’s depending decision to ax 9,000 earmarks worth $7
billion from the federal budget has united Republicans and Democrats alike in
Congress. How dare he slice that no-bid contract from Jack Murtha that his
brother lobbied for.
Be interesting to see what Mike has to say if the President follows through.
Will has pledged not to seek any back room deals or earmarks. Any spending he sees a need for will be introduced up front and out in the open, not slipped into spending bills without a public hearing the way this $7 billion was.
